It is well known that Great Britain is a misera ble, u»ed-up, playeJ-out, good for-uothing, effeie country, inhabited chiefly by wretched and starved opertitivesi, and ruled by a bloated and imbeoilo aristooracy. Its ignorant legislative body—which holds ita sesuiona in a badly-contrived edifice, iu whose plan there is no trace of any other style of architecture than the Gothic—ha.s, iiideod, given names to certain rules of order whi h are some times adopted in deliberative assemblies; but our wiser law-niakers have fortunately discarded them for a new aud improved system, to be found in the “Congres.sional Manual.” To get acccss, as a visitor, to either branch of their puny Parliament, it is necessary to obtain a ticket trom a member; and in the more insignificant of the two the stranger cannot rationally enjoy even the paltry accommodations of its contemptible gallery. An officer pievents anything like social intercourse, ' and threatens with expulsion those who dare, in furtive whispers, to inijuire the names of the speakers. The surly boors exclude “llcaven’s last, best gift” altogether, and the fair and beauti ful 01 the realm are only permitted to peer through a grating at their tyrannous lords. Under such a degrading despotism they cannot be seen. Among the members there is always manifested (except in the lobbies) the gruftest churlishness. All sit in sullen silence attending to the business of the House. If the man “on his legs” is dull, they do, indeed, cough him down, so that a stupid bore is silenced with the most barbarous inhu manity. They never allow more than one to speak at once, and very rarely two on the same side in succession. “Liberty of speech”—the birthright of man and the gift of viod to the race—is denied them; and if a speaker exercises his own discretion, so far a.s to talk of something more interesting to him than the subject under debate, he is instantly gagged with cries of “order,” “order.” Among other absurd restric tions upon individual independence, it is posi tively forbidden to mention a member by name. Thus, a few weeks ago, Mr. Berkeley was advo cating the ballot—a reform with which his name is quite closely identified, as his motion, in refer ence to it, comes like Christmas, once a year, and as the parliamentary rules forbid the second introduction of any motion in the same se.->t)iuu, 1 it may be said that, like Christmas, “it comes but onoe a year”—and in his argument he ob served that “he next came to another of his for midable opponents, Sir George Grey.” Instantly he was assailed with rude cries of “order,” and thus in.solentlyinterrupted by the presiding officer. “The Speaker. It is contrary to the rules of the House to mention any member by name. [Hear, hear.] “Mr. Berkeley. I mentioned Sir George Grey as one of the speakers in a debate which took place 15 years ago. “The Speaker. What the honorable member said was, ‘1 now come to Sir Gtorge Grey. That is not the correct way of relerring to a meui- ber of the House. [Hear, hear.] “Mr. Berkeley. I ought to have stated that 1 alluded to a debate of 15 years ago, in which Sir I George Grey was one of the principal speakers. [‘Order.’] “The Speaker. I have reminded the honorable j member of what is the rule of the House, and am I sure that with his parliamentary experience uud ■ practice he will be able to keep within it.”— [(jheers. J Instead of resenting the impertinent meddling of the person designated tiy the reporter of the Times as the Speaker, the craven caitiff meokly submitted, and wc tind in these cowardly words his reply: “Mr. Berkc’y would say tlie right honorable gentleman, the member for Morpeth.” It would seem that he was willing to regard the igtiominious insult in the same light as the pbilo.sopher, who bore the same name as himself, j did the earth, and to say of it “it is no matter.” i Had such an interruption been made in that mag- j nificent Capitol, whose plan and decorations re- I mind the delighted observer of every kind of I building, ot every age And land, and in whose am- j pie galleries sit multitudinous maidens and uia- I trins with large supplies of tongue for lunch, there would not have been one congressmen who would have brx»ked the offence. There is not one but would have dauntlessly defied the Speaker, and in the next day’s report we would have read words like these: “You old imbecile, how dare you interrupt me':' If you say I’m out of order, you liel The infamous curs that call me to order favor a system worse than robberies, than piracy, than polygamy. 1 shall go on with out anybody’s leave, individually.” The Chair man would have decided that general debate was in order and the remarks were strictly pertinent. The original speaker then resuming his subject, might, perhaps, “warming with it, begin to ges ticulate with some vehemence,” and a scone would ensue, stich as is described in the Tribune of A- pril in these terse and elegant sentences: “Mr. Lovcjoy, of Illinois, rather ‘stirred up the animals’ in an offhand, plain-spoken speech in the ' House yesterday.
